I'd say the government's liable for a lot of it though; they shouldn't allow people to live in places where there's a hurricane season EVERY year and billions of dollars in damages is guaranteed each year.. same with Tornado Ally.. letting trailer parks exist there is simply liable ignorance on the part of the US government / the rest of the US not caring about other people in their own nation.

In Canada, you're not allowed to build or live on / in an area that is known to flood or will flood at some point, for example, the valley in Toronto... they know within the next 100-200 years that water levels will raise 100 feet or more, and there leaving a passage way through the city of Toronto for all of that water to go.
