All I'm saying is when survival is suddenly your first priority, the fact that you can't afford to pay for something becomes irrelevant. If you have a starving child or a sick spouse, you're going to do what it takes to save him or her. If stockpiling goods is the best way to provide for yourself in the long term, then that's what you'll do.
1) Find or build shelter
2) Locate fresh water
3) Locate and secure food
10) Worry about regional laws and societal restrictions
