You want to stop or slow down meth? Ban the precursors which are available at any truckstop, and stop the flow from Mexico (watch the borders).
The only way to get people into treatment is stop the flow. It has been shown with other drugs, that people start to seek help, when they flow is slowed or cut down.
The problem is the entire meth community is paranoid, and very cautious about who they deal with. So when I see busts of 200lbs (under 100 kilos) it does not amaze me. The whole scene is beyond clinical paranoia-psychosis.
