Bad news: No ready made forum script that is PPC-centric. Most are banner-centric (ie., phpadsnew), if that. Getting a critical mass means a large repository of existing posts by post seeders and must be on-topic, entertaining or informative enough for people to find your forum compelling. Initial traffic is nonexistent so you have to find roughly similar traffic/interest pools.
There are now several forums based ppc models available for vbulletin if u know where to look

Bad news: Who's got time for entries and comments? Blog traffic depends on your keywords and who links to you or syndicates you. Adding relevant links and not just garbage link exchanges take time.
If you dont have time to update with entries and reply to comments or take them on board why the hell have you got a blog - the point to a blog much like a diary is thats its updated frequently - otherwise dont bother
:: Article Sites ::
Bad news: Generating original content usually costs a lot. Research can be problematic. Cross-referencing and verifying information can be a headache. Moreover, you have to get your material edited.
There are so many articles out there - you can use them all - gain the SE traffic for your own site and still link to the oringinators site - no need to payout for Labor when theres so many free articles out there already to cover any topic in plain english

Bad news: Researching relevant and actually helpful sites take time. Also, plain links with no descriptions are less helpful than more thoroughly researched and described links. Categorization may prove labor intensive, too.
Again if you dont know your niche already why get into it - theres loads of places to find and exchange targetted links in your own niche if you just fidn the forum that the niche is based on - i know a forum for every niche with webmasters to match it
Ive built several sites from scratch - blog , forum , link list and articles based and mixed them altogether aswell and the results with some daily work have been impressive
If you dont have time to run your own damn sites you shouldnt be a webmaster
