To demolish all settlements weren't in the plan, the plan was to give palestinians israeli land in exchange of keeping settlements. Basicly shittie land was offered and the palestinians did not accept it.
The refugees right to return was not discussed seriously, if i'm correct the only countries in the world that don't respect the right of refugees right to return home is Israel and US.
