If there is less than 50 players some numbers aren't "sold" and if they come out the following week is a jackpot week.

You won't have to worry about numbers not sold if you base it off of the remainder. If you have 49 people and divide the seed number (Dow close) by 49 the remainder will have to be 0-48.
