Anyone who goes to a regular high st pub in the UK (Im guessing this dosnt include High Court Judges and Party Leaders) could tell you that a major issue is that people know they are going home at 11pm. So at 10pm everyone trys to pour as much booze down there throats as possible..
Of course that means people are going to be pissed and 1000's of pissed teens on the streets is obviously going to be a problem.
If people dont have that time limit they are not going to have to binge drink. Also people will trickle out of the pubs at different times.
OK... we can assume that these judges are intelligent people that have been put where they are because they make good descissions, but, they dont live in the same world as 90% of the population.
