Did anyone read the article that the graphic was used to represent?

I didn't see anywhere in that article that mentioned that they were trying to patent that graphic. It was about "Homeland Security Inventors Expo," on Monday, March 18.
I believe that logo was just there for illustration.
I could be wrong, since it's 4:36 am here, and my eyes are too blurry to read the entire article. ;)
