Your thinking is logical, but you must realize times are changing. Think about it this way. Since 2001, there are about 2,000,000 new webmasters that have gotten into the game and now submit galleries to TGPs. In a few years, there will be 2,000,000 more. Are they all supposed to submit galleries and all get listed at the same TGPs? Nope, demand has increased so much, that now nothing is free. Paying acts as a filter and allows those who desire a listing the most, to be listed.
