Seriously try what I said. The vast majority of these companies know how to rush through the paper work and will get you a loaner in the meantime.
Unless of course the person really does not need an electric chair and would be perfectly fine in a manual chair.
Lastly there are places like golden umbrella and other united way type organizations that do assist in such issues. Though I would not tie them up if the person either has insurance as you say or is capable of working. I would just hit up a medical supply place and get a chair rented for the time being.
