Right on the mark. Who is going to send new sales when they aren't getting paid on old sales. That strategy has no long term future. If all outstanding was paid out promply now I'm sure
some webmasters would put up small links again (maybe 3rd or 4th in a cascading billing setup for instance) on good faith but not unless the previous money is paid.
