That is not entirely true. Some ISPs (swbell dsl for example) when assigning blocks to a static customer (such as me) allow whois to show the customer.
If you go to
http://ws.arin.net/whois and enter ip 66.140.68.90 you will see swbell is assigned the block and you will see the customer who is assigned that static ip. (just using that one as an example. It is noone I know)
You won't find the address, but the name can give you a start on it.
But, I agree that usually you cannot get to the actual customer with just the ip.
