I may be too late, but you are still wrong. It's not a fact. Some IPs are mapped so that a WHOIS will show you the exact apartment or even a person's name (especially popular with Cable providers), while others show only a city (and many times not even the correct city).

So sometimes you CAN find out a lot of info. And sometimes the moon is made of cheese.
