if it becomes illegal here, it will at least have consequences for violators. also, it will narrow down the locations where spam can come from. it will make it much easier to block and eventually the same laws could be applied to those countries.

sure there are countries who don't care about laws for the most part like russia, but then you can just find ip addresses that resolve to russian internet providers and ban those easier by knowing specific regions where spam is coming from at that point.
