Bad comparison. Murder is illegal, unemployment is not. Besides this is a society problem, not individual.
Scandinavia has high taxes, and instead of putting the money into something more productive, like into education in cooperation with private companies, they just pay it out as welfare money. They come without any skills, but potential. If that potential is wasted, then nothing happens, and you have foreigners without jobs. And it leads to more crime. Its universial, not individual, so the only ones to blame (mostly) are those who can do something about it: politicians.
