The japanese call it "not disturbing the wa of the workplace". Basically, everyone understands tacitly that if you and someone else have problems, confronting that person could lead to a breakdown of the entire spirit (wa) of the group.

Dealing with people on a professional basis you don't really like requires you to sort of 'wear a mask', where the things other people do or say have no real effect and emotions take second place to pragmatic realities of business... like getting along in an office with a person you actually detest.

So yeah, not only is it common, it's damn near universal.
