So, to answer your quest, YES, US law will dictate international law and intent whether you like it or not. There is nothing I, or you, can do about it. Just be happy it is not Iraq/Russia,/Canada/Columbia/Cuba being turned to.

Why?
Because we are the dominating world power. Deal with it. I don't always agree with it but I damn sure have learned to accept it. When another country is looking for a solution, they don't tuen to Mexico.
