Some owners may rather have a fixed income from each site rather than a fluxuating one. As for paying for submits, well they can charge. It does take time and energy to make your own galleries and or verify submissions. So why not charge?
As for using all of your own, well some people just are not that good at selling but are great with trading and or traffic. Others may want a good variety on their sites. Many possible reasons here.
Lastly if the spots that are for sell were not sold over and over again often to the same buyers, then maybe you would have a valid point. Yet most of the decent tgps that sell spots sell numerous ones over and over to the same companies, and often have a waiting list to boot.
You have points but dont you think companies might buy the spots for name placement. Also if Tgp's converted so great why have affiliates? Wouldnt the big companies just have a few full time people submitting all day? I can only go by my experience never sold shit on a tgp but on top lists my site sells very very well.
