They haven't (AFIK) raided home in the US strictly for posessing devices alleged for personal use that might be used for satellite piracy.

But what they have been doing for several years is filing civil suit against 10's of thousands of people who bought anything that might be used to steal their signal. Most people pay them off because as their lawyers rightfully suggest, it is cheaper.
