GFY runs vbulletin on windows.
phpBB is probably the next best thing, it's free.
there's also xmbforum.com (sucks) mybboard.com (spinoff of xmb, sucks too), infopop.com (ubb, ubb.threads, etc.. they're ok)
vbulletin is probably king if you want to spend $200 or so
phpBB if you want a freebie
