I do agree with this to a point, but parents simply CAN'T know what their kids are doing all the time...depending on the age of course.
As for the prelogin ID, I don't agree with that. If a 14 year old tries to buy cigarettes, they'll get ID'd. But they don't ID them when they walk into 7-11.
