Actually, the obscenity laws do apply to textual materials only, as do the provisions of the Communications Decency Act which survived the Supreme Court - namely, anything dealing with "obscenity" and not just "indecency." As for the standards, a panel of Federal Judges uphed the application of a geographical standard when judging obscenity under the CDA - meaning that online materials have to be able to be judged "nonobscene" under the standards of the most restrictive communities in the US to be safe, regardless of where they are made.
