I can't view the C&D (seems epiccash is giving me DNS errors), but I'm guessing it was in response to his allegations of CP last month. Either way, his page gives a 404 error and sends the surfer off to a russian server: http://epiccash.narod.ru/

Doesn't seem like compliance if you ask me...
