The ability to move cash instantly and globally is reason enought to have parameters in place. It's called risk management. If you ran eP, trust me, you would do the same.
As for the $2 ATM withdrawal fee, usually sponosor programs charge you a $2 fee to cut a check so it's the same difference. Besides, $2 is nothing when you get your funds instantly with no waiting for the mail, no need to update address information, no lost mail, no bounced checks, etc.. etc...
eP makes it's money with fees. Without these (nominal) fees, there would be no ePassporte. Besides, if you spend your money with your eP Visa account, there is no fee.
eP is a tool. Learn to use it to your benefit.
