Should someone be chosen who has already flipped the switch, he will leave it alone. Thus no changes occur and felllow prisoners know not to count that night's lighting.

By counting the changes, they can wait until all one hundred of them have flipped the switch.
although thats a good guess it would not work because the prisoners cannot communicate any longer ... only the prisoner who is chosen after the one that makes 'no changes' would be aware there were 'no changes'.
The final prisoner would not know he shouldn't have counted that one or any of the other 'no changes'.
