Canada.

Canada:
Trade surplus (2004): USD$29.22B
Population: 32,805,041 (July 2005 est.)
Surplus per capita: USD$805

Brasil:
Trade surplus (2004): USD$33.70B
Population: 186,112,794 (July 2005 est.)
Surplus per capita: USD$181

Don't get me wrong, a $33.7 gigabuck surplus is damn good, but it doesn't come close to putting Brasil in the top surplus per capita realm.
