But back when IRA bombs were going off in London on a more or less regular basis, you wouldn't expect us to find it offensive that a major part of IRA fund-raising was being done openly in the US?

One thing I recall in favor of GW's father is that he froze Sinn Fein's Gerry Adams out of all official engagements and basically killed his fund-raising efforts. In the mid-90's Clinton had invited Adams to the White House, putting US-UK relations at a new low, such that the then British Prime Minister refused even to speak to Clinton for a while.
