If you're NOT already being attacked,
stand your ground
stare straight into the dog's eyes
never look away
do not move or run away
keep staring, even if it's barking like a mental case at you
5, 10 minutes even, if that's what it takes
... but eventually every dog will look away first and become unsure of itself. Once that happens, you have exerted your dominance over it. Most dogs will quieten down once that happens, and you can slowly back away and leave.
I've done it several times in my life, worked every time.
