If the guy process a mill a month, he must know his business better then you do (unless you can proove you process a mill a month ... NOT). There is a reason for this 13 %...
Cams must be a lot of monitoring for thoses CC compagnies ... you don't let a "whale" spend 5000 $ a month with a stolen credit card ... you gotta call him . That's a lot more work for the processor already.
