yes but they have to actually spend money, what $25 for you to make that. From my experience you can get 4x more people to join for free w/credit card then you can to pay $25 from the same amount of traffic. People can do the math or try it out for themselves. you will see you will get a lot more signups when they person does not have to spend money when they signup.
You can't compare that pay scale equally to a free signup w/credit card program, just as you can't compare a free signup w/credit card to a free signup w/ email program.
