I would say that it did. No doubt they need to appear as if they fit in, but that was methodical. They knew where the location of the cameras were and they new it would make the news.
London is camera loaded, everyone knows that.
He was sending a message. Whether that message was "communication" based or just their way of being bold, we may never fully know.
