I've used Cogent before. I haven't had a problem. Whatever problems I may have enountered were mostly with the hosts I had not with Cogent. Now that I generate more traffic while using up much much less bandwidth, I've moved off Cogent. However, I'd definitely recommend them as cheap bulk quality bandwidth to people with TGPs/MGPs or other high bandwidth methods of traffic generation/filtering.
