Dedicated police and intelligence work along with an armed civilian countryside wiped out Sendero Luminoso in Peru. The Peruvian army had fought them for 10 years previous with no success. More importantly, Sendero grew in popularity because of the violent random nature the military actions. Random civilian abuse promotes terror groups! Look at Iraq! In 1990, the Peruvian government shifted its focus... 5 years later Sendero was essentially put down.
Sendero Luminoso is/was one of the most radical violent dogmas of the 20th century. Most of their leaders were trained by Pol Pot and the Khmer Rouge. Sendero Luminoso primary doctrine (Radical Maoist) was to achieve power by literally destroying any modern technology and imposing a new world.
There will always be terrorism based on some sort of extreme ideology but we shouldn't help the terrorists by randomly attacking the issue as we are in Iraq. The U.S. army doesn't have a clue to what it is doing or is impeded by a politically motivated White House that can't admit to erred.
