That article is such a load of shit.
There is no way in hell a terrorist sits on a nuke for 4 years just waiting to be found out. This guys just trying to sell a book. Thats not to say it's impossible in the future, just that it's a load of shit right now there have been a tonne of better dates to set one off in the last four years... the day after "mission accomplished" for one.
