I doubt the reality of this message. There are rules against this. There are areas (nudebeaches) where nudity is allowed but outside of this areas it is strictly forbidden.
I can even remember a very famous Dutch lawyer (Spong) getting arrested for swinging his dick around on a non-nude beach.
