I had a russian who was going to sell me 69-00-69, but he would only take something called webmoney.com & it was about as confusing as fuck...& wouldn't take western union for anything under $1,000

If for some reason this new paypaler from turkey selling me the 6 digit spanks me for my $20, i can charge it back right?
