In polls, people actually state that Bush's lack of ability to form coherent thoughts while publically speaking is something they empathize with. They can relate to it, and "feel sorry" for him.

So you could have Bush's opponents running him under the table in terms of eloquence and ability to relay an idea at a high level, but a large segment of the population just looks at it like they look at an A-student picking on a handicapped kid in English class.

It's a strange phenomenon. Part of Clinton's allure was that he was considered "folksy" too, he had an ability to connect with those far lower on the intelligence chart than himself, something his wife lacks completely.
