sure, people wait a year or more for a hip replacement and shit, but if you need something vital, you will not wait.

Not entirely true.
A friend of mine had a massive heart attack just over a year ago. He was lucky. He wasn't feeling good and he went to emergency where he literally dropped dead on the floor. They were able to resucitate and treat him.
However, he had to wait over 6 months to see a cardiologist for a followup appointment once he was released from the hospital.
I'm not saying if someone needed a life saving operation today they wouldn't get it, but this guy was an extreme case and couldn't get in to see a specialist for half a year? That's ridiculous.
Not to mention we just spent millions on a new wing to our hospital out here, but can't find the doctors to man it. It's SO bad in a city of 50,000 people, we only have two pediatricians. ANY woman giving birth that is suspected to have problems during childbirth must drive 2 hours away to be given proper treatment. It's happened a couple of times that patients have been airlifted to another hospital because of unsuspected complications.
Then there's the case of the guy who's hand was nearly severed but waited in our emergency room for 2 and a half days before being treated.
My wife used to work in health care, so she's seen firsthand how our health system is stretched to its limit.
