Doubtful. Just like with the USSR... The Cold War was largely a hoax. The average hillbilly in Kentucky was better equipped to fight a war than the average Soviet Soldier. This was never made more clear than when they called in their "elite" Tamanskaya division to quell the coup attempt when communists took control of the white house in Moscow in 91 and most of the troop transports, tanks and trucks ended up broken down on the side of the road.
The Russian military machine could not defeat 10,000 rebels in Chenya after 2 years of fighting with tanks, MIG's and artillery against AK-47's and RPG's.
I seriously doubt China has any real significant nuclear capability and reliable technology.
