In desert storm most of the Iraqi equipment was actually purchased from China, and it is well known that the Chinese brass were truly shaken at how badly it performed. Saying there is a military buildup is not really correct...China has no offensive military capability and is just now working on establishing a defensive capability.

Even if the Chinese army was armed with pointy sticks and slingshots it would still be rather potent given its sheer size.
