China has no ability whatsoever to get a force across to Taiwan and then maintain it there even if the USA did not intervene. The Party would never risk it's control of the country with a war with the USA. Any economic reversal or loss of face through military defeat would mean the end of Party rule. The Party knows this and would never take this risk. Their strategy for Taiwan is looong term and very patient.
The USA is well aware of the situation and knows it doesn't have to fight China, but rather only the Party. The Americans could win this without a single bomb by using only economic pressure. As soon as they can't afford to keep the lights on in Shanghai the public will go ape.
The comment by the general is classic Chinese BS. Deniable chatter from a low level official. If they are called on it they can always say the guy was drunk. It's there way of sending a message.
