I got my tongue pierced when I was 14. Basically, I told my parents I would get it done myself if they didn't take me. I was a piece of crap back then and regret it, but my point is this: chances are, she can have one of her stupid friends do it if you won't let her. I'm not saying you should allow it, however you should consider the risks of having some kid with a safety pin pierce her instead of a professional.
