I think many companies don't follow this strategy because of cost. They figure why pore tons of money into having tons of super high quality content for a handful of sites, updated continuously when you could probably make just as much opening more sites covering more niches with not as much content in each site, with fewer updates. In doing so they lessen their overhead and increase net at the end of the day.
Which of the two models generates the higher net revenue "wins" in a strictly business sense. In the end it probably evens out like you said.
