Billing by Mbps shouldnt be a problem long as you get billed for average monthly use rather than 95 percentile. 3000 Gigs should be around 10 Mbps and you can get a good price for that - probably less than per gigabyte. You can commit to 8 Mbps or 5 Mbps and pay for extra use, which should not be much higher than the commitment rate. Your host can even cap you at 100 Mbps so you can use even that much if you wish. That's what i had done.
