Webmaster Input needed - balancing on the sword of affiliate exposure

Generally speaking, I'd like to address members here regarding advertising tactics of some oft-noted affiliate programs.

I see a lot of complaining about program-whoring; from new programs like Swoit (at the time) to TCG 3 (upgrade period). It's very difficult for a program, much less a new one, to get webmasters psyched, interested and most importantly; sending traffic.

My question to everyone as a whole is: what suggestions would you make to an emerging affiliate program to avoid the in-your-face, incessant, mocking, loud and obnoxious advertising that everyone seems to detest?

And, if you're feeling up to it, what ways do you think are the best for an affiliate program to grab your attention (and your participation) as a whole?

Examples of both questions are welcome.
