Something to do with how the kernel handles TCP packet headers on both IPV4 and IPV6 protocols. So if your web server is running on ANY linux server and has ANY TCP protocol open to the public (including SSH, TELNET, FTP, WWW, DNS, etc.) you're pretty much a sitting duck.
