Down here, it's NOT racist. An interesting example of "racism being in the eye of the beholder." Here in Mexico, it's a comic book character that's been around since the 40s and is still being published.
I've said it before and I'll say it again. A bud of mine in Vietnam said, "Ya know? There's a definite difference between a n---r and a n---o, and a n---r isn't necessarily black!"
