The baseline Abusable Proxy % that we see sits right around 2% for 'normal' browser traffic. We base this figure off hundreds of millions of hits.

10-20% may mean that people down the line are cheating you. Or in other words, those trading with you are being cheated by one or more of their trading partners, and the traffic gets passed to you. In turn you end up with a fairly high baseline %-age, but either way its fraud traffic.
