Depends on where you live. Lots of cities have a code that states how early it can be before you start power tools and how late you run them. For our area that happens to be 9am.
My fiance also happens to own a yard maintenance company.
Unfortunatly someone always will be the first person each day. So their neighbors or whatnot do get to hear power tools at 9:00am on the nose. Because in my fiances instance the trucks will be there before 9:00am and will be unloaded and ready to go when the clocks tick over. If it was allowed earlier she would also be there earlier.
Starting later is just not an option. People often do not understand really but she is not billing per yard, she is billing for time. Summer months she can only fit in 11 hours per day. After drive times and the lunch break she has approx. 8 billing hours per truck occupant.
If she started a few hours latter like 11:00am it would not kill her but it would mean she would have 2 less billing hours per day and that is a good sized bit of cash.

May I advice checking city codes and also earplugs.
