I hardly doubt that a conspiracy this huge could be kept secret.This involves too many government agencies and too many people.
Or maybe GWB and 2 or 3 people from the DoD did it all themselves and picked up all the evidence afterwards.Then he killed the other 3 people so there would be no more witnesses....
